In the seminar, the Head of the National Police Intelligence and Security Agency (Kabaintelkam) Komjen Paulus Waterpauw was one of the keynote speakers. The seminar was attended by 100 students from various universities in DKI Jakarta.
The Head of the Public Relations Division of the National Police, Inspector General Argo Yuwono, said the main ideas about Papua and all its dynamics were presented.
“Papua Province has a fairly wide area, unique characteristics and has abundant natural resources. However, the Papua Province Human Development Index (HDI) is the lowest in Indonesia," said Argo in a written statement, Tuesday (22/6).
On the other hand, said Argo, since Papua returned to the motherland in 1963, the process of internalizing the values of Pancasila has not been completed, plus there has been an accumulation of disappointment among the Papuan people over the limited services in the economic, welfare and education sectors.
In the seminar, said Argo, Baintelkam Polri also explained that there are four crucial aspects as the roots of various law enforcement problems in Papua, namely the political aspects of colonialism, economic and welfare aspects, socio-cultural aspects and ideological aspects and nationalism.
Then, Argo emphasized that one of the specifics of the threat of vulnerability that distinguishes the province of Papua from other provinces in Indonesia is the disturbance of public order caused by the activities of the Armed Criminal Group (KKB).
"However, not all areas in Papua experienced armed violence, only in a few districts, including Puncak, Intan Jaya, Nduga and Mimika districts," said Argo.
For this reason, the National Police invites students and youth elements to become pioneers of problem solving in solving various problems in the surrounding environment as well as pioneers of nationalism to erode ideologies that are contrary to Pancasila and pioneers of the revival, independence and welfare of Papua.
