Komjen Listyo Sigit Prabowo in the Fit and Proper Test said that he planned to activate Pam Swakarsa which is integrated with the development of information technology and facilities in the National Police.
"Clearly all this is a form of Pam Swakarsa that is very different from Pam Swakarsa in 1998," said Karo Penmas of the Public Relations Division of the National Police Brigjen Pol Rusdi Hartono during a press conference at the Police Public Relations Building, South Jakarta, Tuesday (1/26/2021).
Rusdi explained, Pam Swakarsa's own discourse has actually been twisted in UU No. 2 tahun 2002 on Police and set forth in the Regulation of the National Police (Perkap) No. 4 tahun 2020.
"In the police law, Article 3 paragraph (1) letter c says that the implementation of police functions is the Police of the Republic of Indonesia assisted by special police, secondly by the third Civil Servant investigators assisted by forms of self-defense security," said Rusdi.
Pam Swakarsa is referring to, a form of security that is carried out the strengthening of police functions formed on the basis of the willingness of awareness and interests of the community itself and of course all get confirmation from the Police.
Thus, Rusdi emphasized, all forms of activities and operations of Pam Swakarsa are coordinated and supervised by police officers. So, Pam Swakarsa can not walk alone without the supervision of law enforcement officers.
"That is, in all activities, Pam Swakarsa's operations are always coordinated and supervised by the police, so the operation does not run alone always side by side with police activities in the field," said Rusdi.
Rusdi explained, the form of Pam Swakarsa, first is a security unit filled by people who are educated and trained by the Police to conduct security in certain environments. For example, security in companies, certain areas and can be in community settlements.
"Of course, the activities of this security guard are always in. coordination and police supervision," rusdi said.
The second form, is an environmental security unit that is the willingness, awareness and interest of the elements of society to create security and public order (kamtibmas) in their own environment.
"Chaired by the heads of local pillars can be the chairman of RT and the Head of RW. And once again the operation of this environmental security unit is always in the coordination and supervision of police officers," said Rusdi.
Then, another form is the National Police to accommodate local wisdom in the form of pecalang in Bali, as well as groups that are aware of kamtibmas in the community.
"Another form can be students and students Bhayangkara is approached with scouting activities so this form of Pam Swakarsa will be touched and re-established by Komjen Listyo Sigit Prabowo," said Rusdi
